Kyiv Mayor Vitali Klychko emphasised that the capital is fully prepared for the new heating season. He called any allegations of inadequate city preparation for the cold period baseless.
«Місто підготовлене до опалювального сезону, що стосується центрального теплопостачання. Центральне теплопостачання і наші ТЕС були метою обстрілів. Там усе нагадує пейзаж Місяця — усе було в кратерах. Ми відновили, і до опалювального сезону місто готове» (The city is prepared for the heating season, as far as central heating is concerned. Central heating and our thermal power plants were the target of shelling. Everything there resembles a lunar landscape — everything was in craters. We have restored it, and the city is ready for the heating season), the mayor noted.
One of the key tasks is the construction of a backup system, which is to ensure heat supply in the event that main energy facilities are disabled. Klychko assured that these plans will be implemented by the end of the current year.
Regarding his previous advice to residents to leave the city, Vitali Klychko emphasised that he is not calling for a full evacuation. According to him, such actions serve the interests of the enemy, who seeks to obtain empty territories.
«Метою Путіна є, щоб ми поїхали всі з України й звільнили йому території. Ми як влада прораховуємо навіть найгірші варіанти розвитку подій. І звертаємося до містян продумувати різні сценарії, щоб не наражати родини на небезпеку. Але ми робимо все, щоб таких сценаріїв не було. Але не можемо гарантувати, бо обстріли посилюються і такої інтенсивності обстрілів до цього року ще не було» (Putin’s goal is for us all to leave Ukraine and free up territories for him. As the authorities, we calculate even the worst scenarios of events. And we appeal to citizens to think through different scenarios so as not to put their families in danger. But we are doing everything to prevent such scenarios. But we cannot guarantee it, because shelling is intensifying, and there has not been such intensity of shelling before this year), the mayor explained.
He added that he urges citizens to have a backup action plan in case of critical situations.
On 17 October, an action demanding Vitali Klychko’s resignation was announced in Kyiv due to dissatisfaction with the capital’s winter preparation. The mayor responded to these allegations, calling them baseless.
«Ті звинувачення, які там є, — безпідставні. Ми постійно надаємо інформацію щодо підготовки. Але наслідки обстрілів, і те, що зникає світло, і руйнується інфраструктура… Міський голова не відповідає за ППО. За кількістю уражень місто Київ є ключовою метою ворога» (The allegations there are baseless. We constantly provide information regarding preparation. But the consequences of shelling, and the fact that the light goes out, and infrastructure is destroyed… The mayor is not responsible for air defence. In terms of the number of hits, the city of Kyiv is a key target for the enemy), Klychko noted.
He added that such criticism is «розганяється через ресурси, які пов’язані з владою, щоб звинуватити в поганій підготовці до опалювального сезону, який ще не почався» (amplified through resources connected to the authorities in order to blame the city for poor preparation for the heating season, which has not yet started).
Klychko also responded to accusations regarding coordination of actions, emphasising systemic problems in interaction with district administrations.
«Київський міський голова не керує керівниками районних адміністрацій, вони призначаються Офісом президента. Вони балансоутримувачі укриттів і розпорядники коштів, які ми їм надаємо. І все це летить на міського голову, але зроблена така система, яка не відповідає критеріям самоврядування в місті, і умисно робляться ті речі. […] У нас є ворог, а воюють із місцевим самоврядуванням, і це стосується не лише Києва» (The Kyiv city mayor does not manage the heads of district administrations; they are appointed by the Office of the President. They are the entities responsible for maintaining shelters and the distributors of funds that we provide them. And all of this is directed at the city mayor, but such a system has been created that does not meet the criteria of self-government in the city, and these things are done intentionally. […] We have an enemy, and they are fighting with local self-government, and this concerns not only Kyiv), the mayor summarised.
