The state enterprise "Ukraine Medical Procurement" (Ministry of Health) signed a contract with Medradiofizika-Plus LLC on 9 October for the supply of medical equipment. Following a request for proposals, two linear accelerators were ordered for a total amount of UAH 168.80 million. The payment for the goods is exempt from VAT due to the application of a tax preference. The relevant information has been published in the Prozorro system.
The equipment is to be delivered by 5 February 2027 under DDP (Delivered Duty Paid) terms. Each of the two Elekta Harmony accelerators costs UAH 84.40 million, equivalent to $1.88 million. The manufacturer is the Swedish company Elekta Solutions AB. Each package includes an accelerator with 6 MV energy, a therapy table with remote control (load up to 200 kg), a patient laser positioning system, video surveillance, two-way communication, as well as workstations for contouring and treatment plan calculation. The package also includes a server with a Microsoft operating system, a voltage stabiliser, and an uninterruptible power supply with batteries for 10 minutes.
The procurement is funded from the state budget under the code "Implementation of public investment projects in the healthcare sector". The procedure was conducted in accordance with the Framework Agreement between Ukraine and the EU, which provides for special mechanisms for implementing Union funding for Ukraine under the Ukraine Facility instrument. The requirements stipulated that tender participants had to be registered in countries accepted for participation, and the supplied equipment had to originate from these countries.
An analysis of past procurements shows significant price dynamics. In November 2024, "Medzakupivli" ordered accelerators of the same model from the same supplier for UAH 57.90 million (equivalent to $1.40 million). This is a quarter cheaper than the current deal. The medical-technical requirements were identical at the time, but the funding was provided exclusively from the state budget without the involvement of European funds and corresponding requirements regarding the country of origin.
Even earlier, in September 2023, the price for similar equipment from this supplier in open tenders was UAH 36.07 million (equivalent to $986,000), which is half the current cost.
Among other buyers, only one similar procurement was found. In December 2022, the Zhytomyr Regional Oncology Dispensary purchased an Elekta Harmony accelerator with a complex of equipment for UAH 74.99 million (equivalent to $2.05 million including 7% VAT) from the same supplier. Although the price is higher than "MZU" purchases, the detailed requirements were formulated differently (for example, only one planning and contouring workstation), which complicates direct comparison. In that tender, the competitor was Innovatek Med LLC with a proposal for Halcyon accelerators, and the savings amounted to 2%.
The Kyiv-based company "Medradiofizika-Plus", founded in 2019, belongs to Olha Kukhar (Stupchyk) from Volyn. During the director's leave, the duties are performed by Olena Smolovyk. According to the analytical system "YouControl", the firm was previously registered in Mykolaiv under the name of Oleksandr Solovyov, who was a local resident, while Kukhar only managed the business. Currently, Solovyov owns and manages the Mykolaiv-based "Medradiofizika", established in 2020.
The total amount of state contracts won by the winner since 2020 is UAH 1.93 billion.
