Scale of "ownerless" housing discovery

Occupation authorities in the territory of Luhansk region have recorded a significant number of residential premises, which they classify as unowned property. According to data presented at the "Integration of the LNR" forum, the total number of such objects exceeded 15,000. Some sources indicated even higher figures, mentioning up to 17,000 properties with recorded debts for communal services.

The "administration" of the city of Luhansk separately reported the discovery of 7,900 apartments with signs of unowned property.

Status determination procedure

As noted by the "director" of the Unified Management Company created by occupation forces, over 2,000 apartments with signs of unowned property were found during two years of operation.

"Over two years, more than 2,000 apartments with signs of unowned property have been found," the "director" of the Unified Management Company established in occupied Luhansk region told local journalists.

The mechanism for identifying such objects works as follows: the building manager responsible for multi-apartment buildings receives data on potential unowned housing. This occurs, in particular, after emergency situations arise or in case of non-payment for communal services.

The next step is the transfer of information about these objects to the administrations of the so-called "municipalities". After this, the procedure for determining the legal status of the housing is initiated.

Involvement of occupation structures

Various structures of the occupation authorities are involved in the process of identifying and recording "unowned" property. These include the administrations of settlements, commissions of the so-called "Ministry of Construction", as well as local branches of "Rosreestr" and "Roskadastor".
