Inspection results: significant discrepancies in financial data
The National Agency on Corruption Prevention (NABU) has completed a full inspection of the declaration of Dmytro Turoboyskyi, a member of the Kamyanske district council. The control results established that the data declared by the elected official does not correspond to the actual figures, with a total discrepancy of UAH 20.5m. These actions have been qualified under Part 2 of Article 366-2 of the Criminal Code of Ukraine.
Undeclared real estate in Spain
One of the key violations was the concealment of four real estate objects in the province of Girona (Spain). According to agency data, the council member did not indicate in the document apartments of 85 sq m and premises of 28 sq m, which have belonged to him and his wife Vladyslava in equal shares since 2019. The declaration also omitted apartments of 68 sq m and premises of 27 sq m, which have been in the wife's ownership since the same year. The total cadastral value of these objects in hryvnia equivalent is approximately UAH 5.83m.
In his explanations, Turoboyskyi claimed that the aforementioned property belongs exclusively to his wife and that he has no connection to it. The council member explained the existence of a power of attorney to dispose of this property by the need to carry out current legal and household actions. However, the elected official did not provide supporting documents, citing the fact that his wife and the papers are abroad.
Hidden objects in Ukraine and family income
Errors were also found regarding real estate on the territory of Ukraine. The declaration did not include a house of 321 sq m in the village of Plaveshchyna in Dnipropetrovsk Oblast and a land plot of 1,500 sq m under it. According to the Kyiv Scientific Research Institute of Forensic Expertise, the indicative minimum value of the house at the time of acquiring ownership rights could have reached UAH 1.4m.
In addition, NABU established the absence of information about five real estate objects belonging to the wife with a total value of UAH 938,200. These include apartments of 46.8 and 77.9 sq m, a parking space, and two non-residential premises. The council member again cited a lack of information due to his wife's residence abroad since 2022, but the inspection proved that he himself, by power of attorney, carried out the registration of these objects.
Another violation was the concealment of 17 land plots belonging to the wife on the territory of the Vilnenska village council in Dnipropetrovsk Oblast. Their total minimum value is almost UAH 3.8m. The agency noted that the council member provided copies of state deeds for these lands, and his participation in terminating lease agreements for some of the plots indicated his awareness of this property.
Financial discrepancies and vehicles
The inspection revealed undeclared personal income of the council member amounting to over UAH 3.63m. Among them are UAH 1.2m from the alienation of movable property and approximately UAH 2.39m from the sale of a share in LLC "T.K.R.". A separate discrepancy in the size of declared entrepreneurial income of UAH 44,100 was recorded.
Also, UAH 1.13m of the wife's income from the sale of an apartment in Dnipro was not declared. Documentary data indicates that during the conclusion of this transaction, Turoboyskyi acted as the wife's representative by power of attorney. Another UAH 964,500 of discrepancies related to corporate rights: the council member did not specify his own share in LLC "Prof IT", as well as his wife's shares in LLC "Bukhgalterske Byuro" and LLC "Abonent XXI".
NABU separately recorded the non-reflection of family members' income, in particular a share in the charter capital of the "Dniprovskyi Lakofarbovyi Zavod 'Spektr'" (Dnipro Paint Factory "Spectrum") gifted to his son Stephan, valued at over UAH 9.62m. The council member also did not declare two plots that belonged to his son during the reporting period: one in Petrykivka District of Dnipropetrovsk Oblast and another at Naberezhna Street in the same district. Their total value is UAH 66,000.
Discrepancies were also found in the section on vehicles. The value of the BMW X4 (2022) in the declaration is indicated as UAH 2.3m, whereas according to inspection data it is higher. The council member also incorrectly reflected information regarding the Skoda Fabia and Skoda Octavia A8 purchased in 2025 and the Toyota Hiace purchased in 2024.
Liabilities and bank accounts
The inspection established the presence of loans in Credit Agricole Bank and PrivatBank, as well as repayable financial assistance from LLC "Koler-Aktiv". The total amount of discrepancies in this section, according to NABU's calculation, was over UAH 2.8m.
The council member did not indicate information about Bank Sabadell in Spain, where accounts are opened for him and his wife, as well as about Credit Agricole Bank, where he has personal accounts.
