Ukrainian legislators are considering a significant increase in social guarantees for the population starting from the beginning of next year. The Verkhovna Rada Committee on Social Policy and Protection of Veterans' Rights has developed relevant recommendations and passed them to the budget committee for further consideration within the framework of adopting the financial plan for 2027.

Minimum wage: 12,000 hryvnia vs 9,546 hryvnia

The key part of the parliamentary committee's proposals is changing the amount of the minimum wage. Deputies propose to fix this indicator at the level of 12,000 hryvnia per month. For comparison, the state budget draft prepared by the Cabinet of Ministers provides for an amount of 9,546 hryvnia.

This approach means that the indicator proposed by parliament exceeds the government's version by 2,454 hryvnia. If the initiative is supported, the minimum wage will increase by approximately 38.8% compared to the current level of 2026, which stands at 8,647 hryvnia.

In addition to the monthly rate, the social committee also recommends setting the minimum hourly wage at the level of 300 hryvnia. In the government's budget draft, this parameter is significantly lower — 57.5 hryvnia per hour.

Review of the subsistence minimum

Particular attention in the recommendations is given to the subsistence minimum. The document notes that current state indicators significantly lag behind the actual costs of Ukrainians to meet basic needs. To this end, the committee proposes to review the amounts for different social groups.

The general subsistence minimum per person per month is proposed to be set at the level of 8,781 hryvnia instead of 3,559 hryvnia, as provided for in the government's draft.

Specific proposals for other categories of citizens are as follows:

  • children under 6 years old — 7,735 hryvnia (instead of 3,124 hryvnia);
  • children aged 6 to 18 years — 9,874 hryvnia (instead of 3,895 hryvnia);
  • working-age persons — 9,241 hryvnia (instead of 3,691 hryvnia);
  • persons who have lost their ability to work — 7,344 hryvnia (instead of 2,878 hryvnia).

In the event that these recommendations are taken into account during the refinement of the budget, social standards will be significantly higher than planned by the government.

Status of the budget process

It is important to note that currently these are only proposals from the parliamentary committee, not legally approved payments. Final decisions have not yet been made.

Overall, the government's state budget draft for 2027 provides for large-scale funding of various sectors. 4 trillion 885 billion hryvnia is planned to be allocated to the security and defence sector. 328.5 billion hryvnia is allocated for education, and 292.5 billion hryvnia for healthcare.

An additional 96 billion hryvnia is provided for state support of entrepreneurship, which includes accessible lending programmes, grants, and the development of defence innovations. The budget also covers funding for programmes supporting veterans, internally displaced persons, housing provision, and assistance to regions.

As of 21 October 2026, the state budget draft for 2027 is at the stage of parliamentary review. The recommendations of the social committee must be processed during further work on the document. The final amounts of social standards will be determined only after the completion of the budget process and the adoption of the relevant law by the Verkhovna Rada of Ukraine.
