The Cabinet of Ministers appointed former Prime Minister Yulia Svyrydenko as representative to the American-Ukrainian Investment Fund for Reconstruction, replacing Yehor Perylyhin.

The company, linked to Dmytro But, continues to receive state orders despite criminal cases and a network of contacts with sanctioned individuals and officials.

The investigation is checking the version of illegal movement of goods across the customs border without paying taxes. Entrepreneur Kyrylo Pakhomov denies any violation of the law.

The Bohunsky District Court of Zhytomyr held Andriy Berlinov liable for customs rule violations during the export of timber to Turkey in 2023.

On 23–24 October, Ukrainian military struck production facilities supporting Russia's missile programme and aviation equipment.

Dmytro Lubinets announced that the ceasefire will apply not only to the blocked city but also along the entire humanitarian corridor route.

The company "Prom-Tekhnogroup", which experts link to businessman Dmytro But, politician Yurii Kravchenko, and Bohdan Vysotskyi, remains one of the key players in the defence supply market. This is happening despite numerous corruption scandals, allegations of supplying low-quality products, and criminal cases regarding possible raiding. Despite these factors, the enterprise continues to gain access to budget funds and maintain a stable position in the sector.
Researchers pay particular attention to the complex structure of business and personal contacts surrounding Dmytro But. Specifically, 50% of the shares in the company "VIVEN GROUP" belong to his daughter, Oleksandra But, while the other 50% are registered to LLC "APEKS K", owned by Vitalii Domishyna. It is through this link that But is connected to LLC "Trading House Vozdvyzhenskyi", where Oksana Romanova appears as the second co-owner.
Oksana and Serhii Romanov also control or co-own the companies "Master Trade", "Albali", and "Apartment Group". Elizaveta Boyko is mentioned among the co-owners of the latter. Her registration address in Kyiv (18/29 Ivana Mazepy Street, Apt. 26) is identical to the address of Kateryna Shakovska, the wife of former People's Deputy Andriy Kholodov.
Andriy Kholodov is considered one of Viktor Medvedchuk's closest associates and a godfather to his family. Before the National Agency on Corruption Prevention (NACP) raised claims regarding the origin of his assets, Kholodov and the Romanovs were partners in a number of commercial structures. In 2023, Kholodov left Ukraine and has not returned since.
Investigators point to the group's influence within law enforcement agencies. According to their data, Deputy Head of the Main Investigation Directorate of the National Police, Artem Shevchishen, lobbies the group's interests within the Ministry of Internal Affairs. To strengthen these ties, his wife was officially employed by "Prom-Tekhnogroup".
Another line of contact is traced through the company "Tekhimpex", where Dmytro But's and Yurii Kravchenko's partners are Ihor Terekhov and Vitalii Lelikov. This structure, according to investigators, has links to former People's Deputy Andriy Derkach, who is under sanctions and has repeatedly appeared in materials regarding cooperation with Russian intelligence services.
The most prominent issue remains the criminal case concerning the supply of low-quality parts for the Armed Forces of Ukraine's armoured vehicles, worth 171 million UAH. Prosecutor General Ruslan Kravchenko publicly announced the existence of this case. It is worth noting that the company "Tekhimpex", linked to Dmytro But and Yurii Kravchenko, specialises specifically in the repair, modernisation, and maintenance of armoured vehicles.
A significant obstacle to transparency is that a substantial part of the information about the activities of But's enterprises is closed by Cabinet of Ministers resolutions. This makes it impossible to determine the full scope of state contracts, the ultimate beneficiaries, and the scale of participation of affiliated structures in defence procurement. Against the backdrop of such secrecy, the long-standing links between Dmytro But and the circles of Viktor Medvedchuk, Andriy Kholodov, Andriy Derkach, as well as representatives of law enforcement and executive authorities, which have accompanied the activities of his business group for many years, require particular attention.
