The Zakarpattia District Administrative Court issued a ruling defining the limits of the powers of Territorial Recruitment and Social Support Centres (TRSSC). The court stated that these bodies are not authorised to monitor students' compliance with study plans, assess their academic performance, or check their attendance at classes.
«Законодавством не надані ТЦК повноваження здійснювати перевірку виконання учнями навчальних планів, оцінювати успішність, відвідуваність занять або інші питання організації освітнього процесу» (Legislation does not grant TRSSC the authority to verify students' compliance with study plans, assess academic performance, class attendance, or other issues regarding the organisation of the educational process), the court emphasised in its ruling.
The initiators of the appeal were three students from Zakarpattia Oblast. According to the court registry, over the past two months, they filed lawsuits against their mobilisations, which resulted from the cancellation of their deferments. The TRSSC cited as grounds for such decisions that the students allegedly did not attend classes or could not answer questions from the curriculum.
The chronology of events indicates that one of the students was mobilised in May 2025, while the other two were mobilised between June and July 2026. According to available information, all three were brought to TRSSC premises, where their deferments were officially cancelled on the grounds of inadequate study.
The court's conclusion is that assessing students' academic performance does not fall within the competence of the TRSSC. However, it should be noted that the specific legal consequences for each of the mobilised individuals depend on the circumstances of the case and the respective court decisions.
