Reinstatement of the freeze on funds and securities

The Pechersk District Court of Kyiv has ruled to re-impose a freeze on the financial assets of former People's Deputy from the Party of Regions, Volodymyr Makeienko. On 8 October 2026, these assets were once again transferred to the management of the Agency for the Recovery and Management of Assets (ARMA).

According to available data, the restrictions apply to funds amounting to $24.8 million held in accounts at a bank in Luxembourg. Part of these funds belongs directly to Makeienko, while the rest belongs to companies associated with him. In addition, commercial promissory notes with a total value of over $10 million are subject to the freeze.

History of court rulings and the defence's position

The initial freeze on these funds was established back in 2019. In 2024, law enforcement officers informed Makeienko of suspicion of tax evasion in the amount of 71 million hryvnia. The following year, in 2025, the court ruled to transfer the assets associated with the suspect to the management of ARMA.

However, the former deputy's defence challenged these actions. In September 2026, investigating judge Mykhailo Yushkov cancelled the freeze, arguing that it constituted a disproportionate interference with the right to property. The judge noted that at that time, there was no properly notified suspicion. Lawyers also emphasised that their client has effectively had no access to this property since 2019.

Nevertheless, on 22 September, judge Tetyana Ostapchuk re-imposed the freeze on the assets. According to sources, the text of the relevant ruling has not yet been published. Following this, the funds and securities were once again placed under ARMA's control.

Origin of funds and the role of associated persons

An analysis of data from the State Tax Service indicates that between 1998 and 2019, Volodymyr Makeienko officially earned approximately 65 million hryvnia. This amount is at least five times less than the volume of funds accumulated in his accounts in Luxembourg.

The case materials also mention the former deputy's sister, who owns the Cypriot company Tolbell Holdings Ltd. Previously, she appeared as the nominal owner of the companies Oltenor Capital S.A. (registered in the British Virgin Islands) and Makwell International S.A. (Panama).

The investigation assumes that these structures may have been used for tax evasion and the laundering of assets. However, it is important to note that this is merely an investigative hypothesis, not a fact established by a court verdict.

It is known that Makeienko's sister held the position of assistant to the general director of the state enterprise "Ukraynerorukh" between 2005 and 2016. During the period from 1998 to 2019, her official income amounted to approximately 12.5 million hryvnia.

Current status of the case

Currently, all the aforementioned assets are under freeze and have been transferred to the management of ARMA. Questions regarding the origin of the funds and their possible connection to the criminal proceedings remain open and require further assessment within the framework of the investigation and court proceedings.

Previously, media outlets had already drawn attention to Volodymyr Makeienko's real estate, with journalists from the "Za Parkan" project showcasing the condition of his estate.
