Reduction of mobilisation deferment limits

Rules for granting mobilisation deferments are undergoing significant changes. As MP Zheleznyak reported, citing his sources, the government intends to review current practices and reduce the number of employees eligible for deferment.

According to the information received, the share of deferred employees in the defence-industrial complex and the energy sector will be reduced from 100% to a maximum of 85%. In the fields of heat supply, water supply, and household waste collection, this indicator will drop from 75% to 60%.

Change in deferment calculation methodology

The procedure for calculating available deferments for the remaining staff will also change. Employees who have already received deferments will no longer be taken into account when determining the 50% limit for other workers at an enterprise.

«Було 100 осіб і 50 броней — стане 80 і 40» (There were 100 people and 50 deferments — it will become 80 and 40), the MP explained, illustrating the mechanism of the new calculations.

Creation of a new coordination body

The function of designating an enterprise as critically important will be transferred to a new structural unit — the Coordination Centre at the Cabinet of Ministers. This body will include 17 representatives from the Security Service of Ukraine, the Main Directorate of Intelligence, the External Intelligence Service, and the National Police.

Deadlines for reviewing criteria

All ministries and regional military administrations are obliged to complete the review of sectoral criteria for enterprise criticality by 20 October.
