Businessman Oleg Mitrokhin: Volunteer or Shadow Billionaire

Zaporizhzhia entrepreneur Oleg Mitrokhin, who presents himself as a volunteer and supplier to the Ministry of Defence of Ukraine, has found himself at the centre of a financial scandal. According to an investigation, he siphoned off $70 million in illegal funds through a Bulgarian shell company registered in the name of his mother-in-law, Lyudmyla Hohenko.

However, questions are raised not only by offshore schemes but also by the victories of his companies, “MIK” and “Yugstal”, in state tenders. In just two months of 2025, the company “MIK” won seven procurement contracts worth 407.6 million hryvnia, organised by the State Rear Operator.

Suspicious tenders and affiliated companies

One example is the procurement of covers for combat helmets. Nine enterprises participated in the tender, and Mitrokhin’s company won, despite not being a manufacturer. Notably, the representative for the procurement was YKatorh LLC, which in 2024 had already been in court with the same client over a similar contract.

Another tender was for winter windproof and waterproof jackets. Two companies competed for the contract: “MIK” and “PAKOPTORG”. The latter was registered in Zaporizhzhia in 2024, has a charter capital of only 10,000 hryvnia, and, according to Prozorro data, has lost 16 state procurement contracts in a row. Mitrokhin’s victory in this case appeared almost predictable.

The procurement of wire fences is no less interesting, where “PAKOPTORG” attempted to compete with “Yugstal” but was disqualified. The winner was again a company owned by Oleg Mitrokhin and his business partner, Andriy Zaike.

Extensive family business and ties with politicians

Mitrokhin’s financial empire is not limited to two enterprises. His son, Artem, heads four companies and owns six legal entities, including “Profesiyinyi Rozkriy” and “UNIK ‘Bulava’”. He is also an assistant to People’s Deputy Hennadiy Kasai, a figure in corruption scandals surrounding “Motor Sich”.

In addition, Kasai’s nephew was implicated in the anti-corruption investigation “Servant of Jackets”, and Kasai’s parliamentary reception office is located in Mitrokhin’s office in Kyiv.

Luxurious life in the shadow of war

Since the start of the full-scale invasion, the entrepreneur has moved to Zakarpattia, from where he posts photos of his holidays. According to open registry data, real estate is registered in the name of his son, Artem, including seven land plots and five real estate objects.

His wife, Alina Mitrokhina, owns the A2 Aesthetics beauty salon and, judging by social media, regularly travels to elite resorts.
