Gulbahor Ismailova — sister of the well-known Russian oligarch Alisher Usmanov.
Vyacheslav Moshe Kantor — businessman, previously subject to sanctions.
Mikhail Degtyarev — Minister of Sport of the Russian Federation.
Budapest's political pressure
According to sources, Hungary insisted on removing these individuals from the sanctions list, arguing that it was necessary to protect economic interests and ensure the stability of fertiliser supplies. The European Union, seeking to maintain unity within the bloc, made concessions.
