Partner of Stolar's firm wins 115 million hryvnia contract

The Kyiv City State Administration has signed a contract with LLC "Spetskhnika 2017" for the construction of anti-landslide structures on Batyeva Hora. However, the agreement has raised numerous questions due to significantly inflated material prices.

Inflated rates

According to the terms of the agreement:

• The cost of topsoil was twice the market rate;
• The price of crushed stone was three times higher;
• Geogrid costs 30–45% more than the average market price.

Who is behind "Spetskhnika 2017"?

The company is linked to the "Skilling" foundation, whose supervisory board previously included Artem Koliubayev. 

In addition, journalists have found a connection between the firm and the circle of Vadym Stolar, which adds ambiguity to the situation.

The construction of anti-landslide structures on Batyeva Hora is an important infrastructure project; however, inflated prices and the contractor's alleged ties to influential figures raise doubts about the transparency of budget spending.
