Scandal over Emergency Service Footwear Procurement

Andriy Bortnyk, director of the Rivne Emergency Medical Service station, has found himself at the centre of a scandal over a tender for the procurement of footwear for medical staff. An investigation revealed that the procurement was not only inefficient but also violated quality standards.

Tender and the Victory of UMTK Trade

In 2023, the Emergency Medical Service announced a tender for the purchase of 1,036 pairs of footwear for its employees. The winner was the company UMTK Trade, which offered the lowest price. However, this firm had not gone unnoticed: it had previously been implicated in another criminal case related to the misappropriation of funds in a different procurement.

Poor-Quality Boots Without Certificates

After receiving the footwear delivery, it emerged that the products did not meet the declared standards. The boots were of poor quality and lacked the necessary certificates confirming their compliance with regulations.

Refusal to Admit Guilt

Despite the quality issues with the goods, Andriy Bortnyk signed the acceptance acts. However, in court, the director does not admit his guilt, claiming that he does not understand what exactly he is being accused of.
