Ukrainian manufacturers affix LNR excise stamps to cigarettes

Despite all attempts to block smuggling flows into the LNR and DNR, Ukrainian goods continue to reach the region. Moreover, it appears that excise stamps from the unrecognised republics are being applied directly at the factories of Ukrainian producers.

 

Recently, one of the residents of the LNR posted online a photo of a pack of cigarettes purchased for rubles, which bore an LNR excise stamp. The stamp was applied, as required, directly to the pack, which was then sealed in cellophane. This clearly indicates factory packaging, with the stamp applied at the factory.

A perfectly reasonable question arises: where is the SBU? And who is providing cover for all this?
