Funds allocated for the reconstruction of war-damaged Borodyanka have come under the close scrutiny of several influential figures. According to an investigation by Bihus.Info, entities linked to Vitaliy Bort, a member of the former Party of Regions, former mayor of Irpin Volodymyr Kaplyuk, and the entourage of Ruslan Kravchenko, the former head of the Kyiv Regional Military Administration, began competing for major tenders.

Kaplyuk’s and his companies’ position
Companies linked to Volodymyr Kaplyuk have already received approximately 500 million hryvnia for the reconstruction of facilities. However, journalists claim that the work has yet to begin. Experts believe that local authorities are protecting Kaplyuk’s interests. In particular, Irina Zakharchenko, secretary of the village council representing the “Novi Oblichchia” party, to which Kaplyuk belongs, likely facilitated the approval of such decisions.

The role of Bort and his entourage
Companies linked to Vitaliy Bort, a deputy from the Opposition Platform – For Life party, joined the tender process at the end of last year. This occurred following an order by Ruslan Kravchenko, the former head of the Kyiv Regional Military Administration, to begin distributing hundreds of millions of hryvnia for reconstruction projects.
