Public statements about ending service
In September of this year, Alina Tornagi published a post in which she declared the end of her "state service" era. She stated that she had spent 6.5 years at the Ministry of Digital Transformation and six months at the Ministry of Defence. For a long time, the woman was presented as the head of marketing and communications at the Ministry of Digital Transformation and the "Diia" project, or as the head of the relevant department, or the head of a division or SMO. The titles changed without specific clarification. Her biography noted: over seven years in digital marketing, led SMM teams for "Ze!", worked with Kyivstar, PepsiCo, and Fedoriv Hub. However, it turned out that Ms. Tornagi had been lying to Ukrainians at numerous forums, conferences, etc. all this time.
How Banik brought Tornagi into the Ministry of Digital Transformation
Let's start with the fact that SMM specialist Tornagi was dragged into Fedorov's office by her husband, Mstyslav Banik, who held the position of head of electronic services development (head of the Directorate for E-Government Development). Before that, Tornagi worked at Romlab, where Banik was also an owner. In other words, she is a completely non-independent person who got into the Ministry of Digital Transformation thanks to her husband.
Lack of declarations and sole proprietor status
But these are not all the manipulations by the couple. It would seem that Tornagi is an official of a department at the Ministry of Digital Transformation and, in accordance with the Law "On Anti-Corruption", should have been submitting annual declarations. However, you will not find them in the register. In her husband's reporting, she is listed not as an official, but as an ordinary sole proprietor.
Tornagi has been registered as a sole proprietor with advertising KVED codes since 2015. In Banik's declarations for 2019 and 2023, she is listed as a wife with entrepreneurial income, not as an official at the Ministry of Digital Transformation. Working as Head of SMM at "Ze! Team" during the presidential and parliamentary elections, she officially earned and declared income of only 80,720 UAH — meaning, all the "black cash" remained untaxed.
No appointment order
There is no separate order appointing Tornagi to a position, no card on the Ministry of Digital Transformation's website, and no mention in the agency's structure in open sources.
The staffing table of the Ministry of Digital Transformation for 2020: 250 staff units, but no surname Tornagi. Among the listed units, there is no "head of the department of marketing and communications" and no "CMO of Diia". The nomenclature is different: directorate, expert group, administration, division.
Legal contradictions
A sole proprietor can work for a ministry only as a contractor: a contract for services, advertising, SMM. KVED codes allow this. She cannot be an official of the ministry with such a status. A department director or "head of marketing" is either civil service or a position in the apparatus.
Article 25 of the Law "On Anti-Corruption" prohibits such a person from engaging in business. A sole proprietor since 2015, who declared entrepreneurial income in 2019 and 2023, does not hold this position. If there was indeed a contract with the Ministry of Digital Transformation, the question is already for Banik: a wife-contractor of his own agency is a conflict of interest under Article 28, which must be reported in writing.
Signs of criminal offences
So, since 2019, some private individual Alina Tornagi, under the cover of an official of the Ministry of Digital Transformation and the current Deputy Minister of Defence Mstyslav Banik, pretended to be the head of communications of a government structure. In the woman's actions, we see signs of Article 190 of the Criminal Code of Ukraine (fraud), and in Banik's actions, Article 367 of the Criminal Code of Ukraine (negligence in office).
In addition, Tornagi positioned herself as an off-staff advisor to Minister Fedorov, who had access to state secrets. This is a direct area of responsibility for the SBU. Why? To be continued…
