New financial support from Berlin

Germany is preparing to direct an additional €100 million towards the restoration of key elements of infrastructure in Ukraine. These funds are intended for repairing water, energy, and transport systems, as well as for enhancing their resilience to further destruction caused by the intensification of Russian attacks.

This information is contained in a letter from the Ministry of Finance of the Federal Republic of Germany addressed to the parliamentary budget committee.

Reasons for the need for additional expenditure

According to representatives of the German Ministry of Finance, this amount will supplement the aid already included in the German federal budget for 2026. The ministry explains that this need arose unexpectedly: at the time the budget plan was adopted, it was impossible to forecast such intensity of massive aerial bombardments, which Russia began to intensify from the summer period.

What the money will be spent on

The specified €100 million is planned to be used for the following purposes:

  • procurement of equipment for decentralised generation and storage of electricity;
  • restoration of water and energy networks;
  • purchase of fire-fighting equipment;
  • repair of school buildings.

The document emphasises the scale of the destruction: since the start of the full-scale invasion, 80% of Ukraine's energy generation capacity has been destroyed. The October attacks led to power outages in more than a third of the country's regions.
