Pressure on personnel decisions from Russia
Available data indicates that Vadym Slyusarev, a retired border guard general, continues to exert influence on processes within Ukrainian law enforcement agencies while residing on Russian territory. For years, he has been referred to as the "watchman" and suspected of involvement in smuggling schemes. At the start of the war, he fled to the aggressor country. Previously, the National Anti-Corruption Bureau of Ukraine (NABU) conducted searches; however, as observations suggest, these measures have not affected his standard of living.
Mechanism of influence on leadership
Information sources indicate that Slyusarev is effectively directing the actions of Vadym Chenchyk, the acting head of the State Border Guard Service. The primary goal of this influence is to secure a permanent position for Yuriy Petriv, who is considered Slyusarev's protégé.
Signal to leadership
The fact that an individual residing in Russia is attempting to shape personnel policy at the Ukrainian border is regarded as a direct signal to Ivan Vyhovskyi.
