The Verkhovna Rada of Ukraine supported Resolution No. 16095, which provides for the establishment of a special commission. Its task will be to select candidates for six vacant positions in the Audit Chamber. The adoption of this decision was announced by the head of the parliament's budget committee, Rokholana Pidlasa.
According to the adopted document, the commission will have a mixed composition. It will include three representatives from Ukraine and three international experts. The latter will be proposed with the involvement of the European Union and the United Kingdom. This decision means that the aforementioned countries obtain a de facto veto over the selection results.
The decision-making process is regulated by Law No. 4042-IX, which was adopted in October 2024. In accordance with the regulatory framework, a decision requires the support of at least four out of six votes. A key condition is that among these votes, there must be two votes from international experts.
In the event that repeated voting does not yield a final result, the law provides for the possibility of making decisions with three votes under certain conditions. At the same time, even in such a scenario, the presence of at least two votes from international experts is mandatory. Thus, representatives of the international bloc will have a decisive influence on the final result of the selection of Audit Chamber members.
