Change in council leadership by presidential decree

National Security and Defence Council (NSDC) Secretary Ihor Klymenko has been appointed head of the Expert Council on Energy Security Matters. The relevant decree was signed by President Volodymyr Zelensky. Thus, Klymenko replaced former NSDC Secretary Oleksandr Lytvynenko in this position.

Legal basis for the appointment

The signed document amends the decree of 29 May 2020, which established the Expert Council on Energy Security Matters. Under the new provisions, the position of council head is assigned to the incumbent NSDC Secretary. This restores the traditional practice whereby the leadership of this body is entrusted to the Secretary of the National Security and Defence Council.

History of personnel changes

Oleksandr Lytvynenko served as NSDC Secretary from March 2024 to July 2025. After leaving that post, he temporarily retained the chairmanship of the council, even after Rustem Umierov became NSDC Secretary. Now, according to the new decree, the position of council head has been returned to the incumbent NSDC Secretary.

Ihor Klymenko's career path

Ihor Klymenko became NSDC Secretary on 3 August 2026. At the same time, President Volodymyr Zelensky dismissed Rustem Umierov from that post, appointing him head of the External Intelligence Service.

Before his appointment to the NSDC, Klymenko headed the Ministry of Internal Affairs for over three years. He took up that position in February 2023 following the death of Minister Denys Monastyrskyi. Earlier, Ihor Klymenko led the National Police.
