Changes to Kazakhstan's migration legislation

The Kazakh authorities have decided to update the procedure for the entry and stay of foreign citizens in the republic. The relevant provisions have been approved by the country's government. Under the new regulations, citizens of Ukraine, as well as Russia, Belarus, Poland and the United States of America, will have to obtain a special electronic permit before crossing the border.

Gradual implementation of new requirements

The implementation of these changes is planned in several stages. The first stage begins on 1 November, when the new rules will start to apply at airports and road border checkpoints. At this stage, foreign travellers will still be allowed into the country, but they will be informed about the upcoming mandatory documentation requirements.

Full implementation from 2027

The new rules will come into full force on 1 July 2027. From this date, the possession of an electronic permit will become an unconditional requirement for entry. In the absence of such a document, foreigners will be denied entry into Kazakhstan. These changes apply, in particular, to citizens of countries with which Kazakhstan has a visa-free regime.
