The introduction of martial law in Ukraine is not an automatic ground for the cancellation of all utility bills. The majority of citizens are obliged to continue paying for services, although the legislation provides for clear exceptions. The main condition for exemption from payment or the suspension of charges is the actual damage or destruction of housing as a result of hostilities, as well as decisions by local self-government bodies regarding specific categories of displaced persons.

Rules for owners of damaged real estate

Current legislation regulating the charging for housing and communal services and the accounting of losses from real estate damage contains special provisions for owners of affected housing.

If a real estate object is completely destroyed, the charging for any housing and communal or other services must be ceased. In situations where a building or apartment has sustained significant damage and is temporarily unfit for full use, charges may be suspended for the corresponding period. This means that owners should not pay bills under general rules for the time when the housing cannot be used.

Evacuee status and the role of local authorities

For citizens who were forced to leave their homes due to hostilities, other mechanisms apply. The fact of evacuation itself does not provide for the automatic write-off of utility payments. However, local self-government bodies are empowered to make decisions on the full or partial exemption of such residents from payment.

Therefore, people who have left dangerous territories are advised to closely monitor the decisions of local councils and carefully keep documents confirming their status and the circumstances of their evacuation.

When payment remains mandatory

If the housing is not damaged or destroyed, and its owner continues to receive utility services, payment is made in the usual order. This applies to electricity, gas, water supply, and other services. Transitioning to the status of an internally displaced person or a temporary departure from home does not mean the automatic cessation of all charges.

At the same time, Ukrainians have the opportunity to reduce their spending on utility services if they are entitled to receive a housing subsidy. Before ceasing payment of bills, it is worth checking whether the relevant benefit applies to your specific situation, and, if necessary, contact the service provider or the local self-government body.

It was previously reported that the 2026–2027 heating season in Ukraine will not begin on a single date for all regions — the decision will depend on the weather and local authorities. The main benchmark is an average daily temperature of +8°C or lower for three consecutive days, while schools, hospitals, and kindergartens may be connected to heating earlier.
