US side emphasised economic prospects

French newspaper Le Monde published details of the latest consultations between the Ukrainian and US delegations. According to the publication's sources, US special envoy Steve Witkoff, during a meeting with Head of the Office of the President of Ukraine Kyrylo Budanov, emphasised the potential financial benefits for Kyiv. The discussion centred on a scenario involving the end of hostilities, normalisation of relations with Russia, and the resumption of trade between the Russian Federation and EU countries.

Discussion on restoring pipelines

The meeting took place on 9 October and lasted approximately three hours. Witkoff was trying to convince Ukrainian representatives of the advantages of a large-scale post-war economic recovery plan that would involve Ukraine, Europe, and Russia. A key element of the proposal was the full restoration of pipeline operations for supplying Russian gas and oil to Europe via Ukrainian territory.

In the assessment of the US representative, implementing such a project would provide additional revenue for Kyiv and allow European countries to lower energy prices. However, as Le Monde notes, Kyrylo Budanov sharply rejected this initiative, stating: «Наш приклад — не Білорусь, а Польща!» (Our example is not Belarus, but Poland!).

Break and call to the President

Following this episode, the negotiations were suspended. Budanov called President Volodymyr Zelensky, who, according to the publication, advised him to restrain his emotions. After the meeting resumed, participants were handed a document concerning an agreement that US President Donald Trump had just announced. According to the report, the United States committed to purchasing nearly five million tonnes of Russian diesel fuel.

Demands to stop strikes on refineries

Witkoff urged the Ukrainian delegation to agree to the diesel deal and cease attacks on Russian oil refineries. He argued that Ukrainian strikes allegedly pose a threat to the entire world.

A Le Monde source close to the Ukrainian delegation stated that previously, Kyiv representatives had not been so shocked and concerned after negotiations. According to the source, the Ukrainian side then concluded that the US had reached an agreement with Russia without demanding any concessions from Moscow regarding the war against Ukraine.
