In defence industry circles, businessman Oleh Mitrokhin is called the "grey cardinal" of tender procedures. His companies receive billion-hryvnia contracts from the state, including for the material support of the Armed Forces of Ukraine. A new journalistic investigation, which will continue a series of materials on shadow schemes in military procurement, focuses on the network of enterprises linked to this entrepreneur.
One of the key links in Mitrokhin's business structure is LLC "MIK". According to data from the last three years, this company received state contracts worth more than 6.8 billion UAH. However, at the end of 2025, the company faced claims from the Antimonopoly Committee of Ukraine.
The regulator established that LLC "MIK" and LLC "PAKOPTTORG" did not compete during their participation in the tenders of the "State Rear Operator" but coordinated their actions. This led to fines amounting to tens of millions of hryvnias. This raises the question: why did "PAKOPTTORG" enter tenders 16 times and never win?
The story of LLC "MIK" is not limited to administrative violations. The company is named in a criminal case where investigators are checking the version of a possible collusion between company officials and employees of the State Rear Operator. One episode of the case concerns the procurement of ballistic glasses for military personnel. According to case materials, there is a significant difference between the price paid by the state and the cost of similar products on a Chinese marketplace.
A search has already been conducted at the company's office. Also, according to information from the publication "Antikor", the Bureau of Economic Security is interested in the company's taxes.
A separate aspect of the investigation became the car fleet of LLC "MIK". The company's garage lists 37 cars, and these are not specialised cargo vehicles.
Similar questions arise regarding other firms controlled by Oleh Mitrokhin:
A separate line of the investigation involves contracts for the supply of body armour to the army worth almost half a billion hryvnias, which were never fulfilled. Some media link the supplier company to Oleh Mitrokhin's business orbit. Journalists verified this connection in the registers.
While military personnel wait for the supply of helmets and bulletproof vests, the businessman himself, according to TSN, is acquiring estates near Kyiv and in the Pechersk district.
Journalists attempted to obtain comments from representatives of the companies and Oleh Mitrokhin himself. Some responded that "all obligations have been fulfilled", while others recommended sending a written request. How the businessman himself reacted when he heard that a journalist was calling will be seen in the investigation next week.
