Lawsuit to deem assets unjustified

A prosecutor from the Specialised Anti-Corruption Prosecutor's Office (SAO) initiated court proceedings in the High Anti-Corruption Court (HACC). The aim of the lawsuit is to deem unjustified the assets belonging to the mother of Oleksandr Dybov — the former head of the Drug Crime Unit of the Main Directorate of the National Police in Kyiv.

What property is at issue

According to data from the anti-corruption agency, between 2022 and 2023, two objects were registered in the name of the official's mother: a 2018 Dodge Durango car and a 0.12-hectare land plot located in the "Hatne-2" gardening association.

Prosecutor's arguments

The SAO emphasises that the actual user of the said property is Oleksandr Dybov himself and his wife. The prosecution also draws attention to the fact that the police officer's mother resides in a temporarily occupied territory, which makes her acquisition of assets in Ukraine impractical.

According to SAO data, an analysis of the income and expenses of the official and his close relatives showed that they could not have purchased this property with legal income. That is why prosecutors consider them unjustified.

Next steps

The case is currently under review by the High Anti-Corruption Court. The judges must decide whether there are sufficient grounds to satisfy the SAO's lawsuit and deem the ownership of the car and land plot unjustified.
