The Ministry of Defence of Ukraine insists on maintaining the maximum level of protection for personnel in the defence industry. This position was voiced against the backdrop of discussions regarding initiatives to potentially reduce the exemption quota from 100% to 85%.
Position of the department's leadership
Defence Minister Evgeniy Khmara, during a meeting with media representatives, explained that the department's main priority is preserving the human capital working at defence enterprises.
According to the head of the Ministry of Defence, if the state sets a task for companies to scale the production of systems that are critically important for conducting combat operations and provides them with corresponding contracts, it is obliged to create adequate conditions for their fulfilment. That is why the minister advocates for the maximum possible exemption of personnel at such facilities.
Conditions for a fair mechanism
At the same time, Evgeniy Khmara emphasised that the exemption system must be balanced and fair. In his opinion, the mechanism should clearly take into account the actual contribution of each enterprise to meeting the needs of the Defence Forces of Ukraine.
