Response to the government draft resolution

The National Agency on Corruption Prevention (NACP) has identified corruption risks in the new employee protection rules proposed by the Cabinet of Ministers. This was reported by MP Yaroslav Zheleznyak.

According to the agency, these changes could significantly reduce the number of available employee protections at enterprises.

Recommendations regarding quota calculation

The NACP recommends removing the provision on excluding individuals with deferments from the general calculation from the draft. Implementing this clause would lead to a reduction in the number of employees that enterprises can place under protection.

Issues with the Coordination Centre

Separately, the agency pointed to corruption risks in the establishment of a new Coordination Centre, which will determine the status of critically important enterprises.

According to the NACP, the absence of clear rules for its operation, deadlines for reviewing applications, and grounds for refusal "creates preconditions for corrupt practices" (створює передумови для корупційних практик).

Binding nature of recommendations for ministries

In addition, the conclusion notes that the Centre's recommendations on depriving an enterprise of its critically important status must be binding for the ministry. Otherwise, different decisions may be made under identical circumstances.

Document requires further development

According to the NACP's conclusion, the draft requires further development.
