Dual-purpose port infrastructure

The German government is developing a plan to modernise the infrastructure of the Port of Hamburg, which is intended to enable the movement of tanks and other heavy NATO military equipment in the event of a crisis. This is reported by the German publication Bild.

According to journalists, the planned changes will allow the updated facilities to be used simultaneously for standard container operations and, if necessary, for the transport of Alliance military equipment. The Port of Hamburg, which is of critical importance to the country's economy, is being considered as a potential NATO logistics link against the backdrop of the Russian threat.

Problems with old structures and budget disputes

Discussions regarding the financing of new port infrastructure have been ongoing for several years. These include, in particular, transport arteries, berth structures, and cranes capable of handling oversized cargo.

Particular attention is being paid to the condition of some of the berths. Some of them in Germany's largest seaport have been in operation for over 100 years. Recently, concern was raised, among other things, by damaged quay walls on the territory of the Blohm+Voss shipyard.

Federal funding and state-level contributions

Christoph Ploss, the maritime coordinator of the German government and a representative of the CDU, announced the involvement of federal funds. During a speech in Hamburg, he stated that a decision in favour of the city could be made by the end of the year.

Funds are planned to be drawn from the "Fund for the Improvement of Regional Economic Structure", which is under the jurisdiction of the Federal Ministry of Economics. Its primary purpose is to support economically weak regions, preserve jobs, and stimulate structural changes.

In the case of Hamburg, funds may be directed primarily to enterprises and infrastructure. The new funding map at the beginning of next year may include 12 city districts proposed by the Hamburg authorities. Among them are Finkenwerder, Waltershof, Veddel, and Moorburg.

According to Ploss, from 2028, Hamburg may receive federal funds from this programme for the first time. Federal funding is to be doubled by the funds of the respective federal state, so the total volume could amount to hundreds of millions of euros.
