Search and grounds for criminal proceedings

In June, officers of the Security Service of Ukraine (SBU) conducted a search at the residence of Kyiv entrepreneur Oleksandr Spector. He is known as a co-owner of the Blockbuster Mall shopping and entertainment complex and the owner of the "Senator" business centre.

The Main Investigative Department of the SBU is conducting criminal proceedings under two articles of the Criminal Code of Ukraine: Part 3 of Article 110-2 (financing actions against the foundations of national security) and Part 1 of Article 111-2 (aiding the aggressor state). Procedural supervision is exercised by the Office of the Prosecutor General.

Charges and the investigation's version

According to the investigation, Spector used companies under his control to assist former People's Deputy Viktor Medvedchuk, whom the investigators consider a traitor. The aim of these actions was to evade sanctions and continue deriving profit from Ukrainian business. It is alleged that these funds were directed towards anti-Ukrainian activities.

Court authorities authorised the seizure of corporate documentation, accounting records, and lease agreements for the period from February 2022 to May 2026. Meanwhile, the court denied the request to seize a portion of payment documents related to rent. Oleksandr Spector had previously been summoned for questioning as a witness, but there is no information in public sources on whether he has been formally notified of suspicion.

Ownership structure and international links

Blockbuster Mall shopping centre belongs to InvestBud Garant LLC. According to data, 90% of the company's shares are controlled by Swedish Northwalk AB, and 10% by the "Rental" fund. The investigation names Spector among the beneficiaries of the latter.

The court ruling also mentions companies registered in Cyprus and Switzerland. In 2021, the Antimonopoly Committee of Ukraine (AMCU) granted permission to Cypriot Wayford Investments, which, according to NV Business data, is controlled by Spector, to acquire more than a 50% stake in Cypriot Bitrex. Together with Swedish Stadsis AB, this structure controls Northwalk AB. Spector's partner in the shopping centre project is developer Vagif Aliyev, who, according to Forbes information, transferred management of the centre to him in 2020.

Biography and current activities

Oleksandr Spector is from Chernivtsi. Between 2012 and 2014, he managed agricultural enterprises belonging to Dmytro Firtash and held the position of assistant to People's Deputy Hennadii Fedoriak of the Party of Regions.

It is worth noting that since 8 September, the premises of Blockbuster Mall have housed the largest territorial service centre of the Ministry of Internal Affairs No. 8041, despite the ongoing criminal proceedings against the co-owner of the facility.

Businessman's position

Spector denies any accusations: «Я ніколи не мав спільних бізнес проєктів або фінансових відносин із Віктором Медведчуком чи іншими особами, діяльність яких могла б завдавати шкоди інтересам України» (I have never had joint business projects or financial relations with Viktor Medvedchuk or other persons whose activities could harm the interests of Ukraine)

He emphasises that the Blockbuster Mall shopping and entertainment complex does not generate profit and does not pay dividends. According to him, his companies have paid over 813 million hryvnia in taxes to the budget since 2022. The businessman also states that funds have been transferred to the needs of the Defence Forces and equipment has been handed over to military units. Spector adds that he has no complaints about the SBU investigators.

Questions remain open regarding the specific funds and military units that received assistance, the amounts of these funds, the ultimate owners of Northwalk AB, and whether Spector will be formally notified of suspicion.
