In Bilche-Tserkva district, the mechanism for the illegal issuance of disability documents for men of conscription age has been established. According to the investigation, three individuals received 10,000 US dollars for facilitating the acquisition of relevant medical certificates. Journalists speculate that Oleksandr Lopot, head of the Bilche-Tserkva Central District Hospital, may be involved in this scheme, although law enforcement agencies have not officially confirmed his involvement in the case.
According to information provided in the publication, among the suspects are a 72-year-old head of the medical facility and two of his accomplices. They are charged with receiving funds for the production of documents that could allow men of conscription age to obtain disability status.
Sources indicate that one of the possible suspects may be Oleksandr Andriyovych Lopot, who heads the Bilche-Tserkva Central District Hospital. Currently, his name has not been officially confirmed by the investigation. Lopot has extensive experience in medicine: in 2015, he held the position of chief physician of the district hospital and ran in local elections. The age stated in the police report (72 years) matches Lopot's age.
According to the data obtained, the cost of services varied depending on the type of document. For certificates of alleged inpatient treatment, 500 US dollars could be charged. Another 9,500 dollars, according to the investigation, was the cost of facilitating the issuance of permanent disability. The total amount paid by clients was 10,000 dollars.
Three men have already been notified of suspicion. If their guilt is proven in court, they face punishment of up to 8 years of imprisonment with confiscation of property.
The material also examines Oleksandr Lopot's declaration for 2024. According to it, his salary amounted to 768,000 hryvnia, and his pension was almost 138,000 hryvnia. Total income under these items exceeded 900,000 hryvnia per year.
Meanwhile, the Bilche-Tserkva Central District Hospital, headed by Lopot, ended 2025 with a loss of over 6.3 million hryvnia. The facility's total income for this period was 112 million hryvnia. These financial indicators themselves do not indicate the head's involvement in a crime. There is no official confirmation that Oleksandr Lopot is a suspect as of now.
The authors of the publication also reported that they received information from sources in law enforcement agencies about possible schemes involving representatives of city authorities, local and regional deputies, and their relatives. According to sources, such actions may have been carried out since 2022.
Specific details regarding these claims are not provided in the material. Journalists announced further publications and raised the issue of a possible review of these circumstances by the State Bureau of Investigation and the prosecutor's office.
