The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor's Office (SAP) have completed the pre-trial investigation of a criminal case concerning former Deputy Head of the Cabinet of Ministers of Ukraine Stepanishyna. She has been notified of suspicion of committing crimes under articles concerning false declaration and illegal enrichment. According to the investigation, the amount of illegal enrichment exceeds 13.9 million hryvnia.
It was established that the official actually owned two apartments in the "Fine Town" residential complex. These properties were registered in the name of her friend, and their total market value was almost 11 million hryvnia. In addition, Stepanishyna used other property belonging to close persons:
None of the listed assets were mentioned in the declarations on assets, income, expenses and tax payment obligations submitted by her.
The investigation also established that the suspect was conducting negotiations regarding the purchase of a residential house in the suburbs of Kyiv. The approximate value of the property was 550,000 US dollars. According to the deal plan, 250,000 dollars were to be paid in cash, and the remainder of the funds was planned to be transferred to the seller in the form of two apartments in the "Fine Town" residential complex. However, the suspect herself refused the deal, which is likely related to her appointment to a diplomatic position abroad.
An analysis of financial operations revealed a significant difference between official earnings and the standard of living. From the beginning of 2024 to mid-2025, Stepanishyna's income amounted to approximately 3.7 million hryvnia. Meanwhile, approximately 4.2 million hryvnia was spent from her bank accounts.
