Verdicts for influencing exam results

The Amur-Nizhnodniprovskyi District Court of Dnipro handed down a verdict to two men involved in the illegal influence on the process of taking the practical driving test. The court decision concerns Oleksandr Batrin and Yevhen Yashcheretsyn, who worked at a territorial service centre (TSC). Both were found guilty of abuse of influence, as stipulated by Part 2 of Article 369-2 of the Criminal Code of Ukraine.

How the money was obtained

According to the case details, prior to 11 June, a woman approached Yashcheretsyn with a request to help her successfully pass the practical part of the exam for category "B". The TSC employee offered to "resolve the issue" through acquaintances at the Ministry of Internal Affairs Territorial Service Centre No. 1242, located at 31-D Slobodianskyi Avenue in Dnipro. For his service, he demanded 15,000 hryvnia.

On 1 July, Yashcheretsyn received an advance payment of 2,000 hryvnia from the complainant. The funds were transferred to a bank card issued to another person at JSC "Universalbank". The next day, Batrin personally met the woman near the service centre premises. He assured her of a positive result and provided certain recommendations. After the exam was successfully passed, the woman handed Batrin the remaining amount — 13,000 hryvnia. Law enforcement officers seized this money during a search.

Proof of guilt and case circumstances

During the trial, both defendants pleaded guilty. Yashcheretsyn explained that he turned to Batrin for help because the latter had contacts among examiners. Batrin, in turn, confirmed the fact of meeting the woman and receiving money from her.

The court took into account a number of mitigating circumstances: the crime is classified as non-serious, neither of the convicted had a prior criminal record, they have positive character references, and they sincerely repent. In particular, Yashcheretsyn transferred 70,000 hryvnia to the needs of a military unit on 5 October 2026. The court also noted that Batrin has a Group III disability.

Court decision

Each defendant was sentenced to a fine of 2,000 non-taxable minimums of citizens' income, amounting to 34,000 hryvnia. Until the verdict enters into legal force, the preventive measure of night house arrest remains in effect for both.
