Anti-corruption agencies complete investigation

The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor's Office (SAP) have referred an indictment to court against the organiser of a scheme under which grain belonging to the State Food and Grain Corporation of Ukraine (DPZKU) was embezzled. The total amount of damage inflicted on the state exceeds $60 million. According to investigation data, the person named in the case is the owner of an international grain trader of Russian origin. His name is not disclosed in the official statement by the law enforcement agencies.

Link to businessman Oleksiy Fedorichev

Outlets LIGA.net and «Slovo i Dilo» suggest that the case concerns businessman Oleksiy Fedorichev. LIGA.net cites sources in law enforcement agencies. However, there is currently no official confirmation from NABU and SAP that he is specifically the accused in this particular case.

Mechanism of fund extraction

The investigation established that grain belonging to DPZKU was supplied to Saudi Arabia through a series of intermediate business entities. The contracts provided for payment after delivery, which, according to law enforcement, contradicted market conditions. As a result, the state corporation did not receive payment for the product.

Part of the illegally obtained funds — over $40.9 million — was laundered through foreign companies registered in Cyprus, according to investigation data.

History of pursuit of the possible suspect

Oleksiy Fedorichev is a businessman of Russian origin linked to international grain trade and port business in Ukraine, specifically with the TIS group of companies. Previously, NABU placed him on the wanted list within the framework of proceedings regarding the misappropriation of DPZKU funds. In July 2024, assets linked to the businessman were seized in Italy, including a castle worth approximately 41 million euros.

These circumstances may explain why media link Fedorichev to the new statement from anti-corruption agencies. However, without official confirmation, it is premature to name him as the accused specifically in this episode.

The editorial team is preparing information requests to the Odesa port group TIS, with which Oleksiy Fedorichev is linked, to clarify whether he is involved in the case reported by NABU and SAP.
