Law enforcement agencies in Kyiv Oblast uncovered a suspected scheme for the illegal issuance of permanent disability status in exchange for a fee of $10,000. As part of the investigation, three individuals were detained: the director of one of the oblast's district medical facilities and two intermediaries. This was reported by the Kyiv Oblast Prosecutor's Office.
According to investigation data, the head of the medical facility, together with two accomplices, organised illegal activity. One of the intermediaries is engaged in private entrepreneurship, while the other was previously a member of a medical and social expert commission (MSEC).
The suspects offered men assistance in obtaining a permanent disability group. To carry out their plan, false information was entered into the medical records, stating that the patients had been on long-term sick leave for several years.
The next step in the scheme was to obtain the necessary decision from the expert team assessing the individual's everyday functioning. The suspects assured clients that for money they could influence the members of the commission and guarantee the establishment of permanent disability.
The transfer of funds was carried out in instalments. Law enforcement officers recorded the moment when the suspects received the full agreed-upon amount, after which they were detained.
During searches, investigators seized cash, documents, and other physical evidence, which is now being examined within the framework of the criminal proceedings.
All three detained individuals were charged under Part 3 of Article 369-2 of the Criminal Code of Ukraine. This article provides for liability for receiving undue benefit for influencing the decision-making of a person authorised to perform state functions.
Currently, the investigation is deciding on the selection of a preventive measure for the suspects.
