The Security Service of Ukraine (SBU) conducted searches at the premises of the municipal enterprise "Lvivvodokanal". Law enforcement officers are verifying information about a possible scheme of fictitious employment of men of conscription age for the purpose of obtaining deferments from mobilisation.
According to sources, the searches took place at the enterprise's location at 64 Zeleni Street. It is important to note that the conduct of such measures does not confirm the guilt of the management or employees in committing an offence.
The head of the enterprise is Dmytro Vankovych, who previously featured in reports about controversial situations surrounding the enterprise's operations. In November 2023, he received a reprimand for announcing a tender worth 56 million hryvnia for the reconstruction of networks in the "Motozavod" industrial zone without proper approval.
In February 2024, the SBU already conducted inspections at "Lvivvodokanal". At that time, the investigation focused on possible violations during the purchase of electrical equipment at inflated prices. Law enforcement officers seized documentation, and Dmytro Vankovych was temporarily suspended from his duties. He later returned to work.
In connection with the new searches, the financial aspects of the management's activities are being discussed again. According to his 2025 declaration, Dmytro Vankovych received almost 2 million hryvnia in salary and approximately 500,000 hryvnia in income from renting property to a sole proprietor (FOP). His agricultural business in Ternopil Oblast, ownership of cars, and savings are also mentioned. However, declared assets and income in themselves are not grounds for accusation of breaking the law.
The main task of the current investigation is to determine whether there was a practice of employing workers without them actually performing their labour functions. If such facts are confirmed, the investigation must establish who organised this scheme, how the HR documents were processed, and whether the corresponding accruals and payments were made.
At present, there is no basis to claim that Dmytro Vankovych is personally involved in the possible scheme. Final conclusions can only be drawn after the completion of the investigation and the acquisition of an evidentiary base. The question of the city authorities' reaction to these events and possible personnel decisions remains open.
