Charges against five participants in criminal scheme
In Vinnytsia Oblast, detectives from the Bureau of Economic Security (BEE) have notified five individuals of suspicion. They are considered involved in the illegal manufacture and sale of e-cigarette liquids. According to the investigation, group members established production under their own brand, supplying the finished product to buyers in various regions of Ukraine.
This illegal activity was halted back in December 2025. At that time, staff of the BEE territorial office discovered an underground workshop for producing e-liquids.
Organisational structure and methods of operation
Law enforcement established that the organised group consisted of five individuals: the scheme’s leader and four executors. To manufacture the product, they rented premises, set up warehouses, and purchased the necessary components.
Production operated without the licence required by law. In addition to manufacturing liquids, group members were involved in their storage, transportation, and sale. Orders were dispatched via postal services, and the product was also sold through controlled business entities.
Search results and seizure of evidence
As part of the investigation, detectives conducted 12 authorised searches. Law enforcement officers discovered and seized significant stockpiles of components for liquid production, including:
- almost 40,000 containers of glycerine, including 200-litre drums;
- approximately 19,000 containers of nicotine;
- over 50,000 containers of flavourings;
- more than 20,000 kits for mixing liquids independently.
During the investigative actions, a production conveyor, equipment for filling and hermetic packaging, labels, packaging materials, and containers were also seized.
In addition, law enforcement officers found funds in various currencies, with a total equivalent exceeding UAH 1 million. All seized property has been frozen.
Criminal Code articles and preventive measure
The five suspects were notified of suspicion under the relevant parts of Articles 27, 28, and 204 of the Criminal Code of Ukraine. They are charged with the illegal manufacture of e-cigarette liquids, their storage, and transportation for the purpose of sale and distribution as part of an organised group.
The court selected a preventive measure in the form of bail for each suspect.
Operational support for the investigation is provided by staff of the Criminal Investigation Department of the Vinnytsia Oblast Police. Procedural supervision is carried out by the regional prosecutor’s office.
Similar situation in Odesa Oblast
Recall that in Odesa Oblast, a court will hear the case of an entrepreneur accused of organising the illegal sale of e-cigarettes and liquids for them. According to investigation materials, sales were conducted through four shops without the necessary licences.
As detectives found out, the man did not act alone but in prior agreement with another individual. Together, they organised the supply of e-cigarettes and special liquids, which were subsequently sold without the corresponding permits.
