Regular aid instead of one-off actions

The authorities of Ukraine and Russia have reached an agreement on establishing a regular schedule for humanitarian operations in the Kherson region. This decision was made following the first joint mission in the occupied town of Oleshky. According to information published by Fox News on 28 October, such measures to deliver essential goods and repatriate residents are now planned to be organised at least once a month. First Lady of the United States Melania Trump plays a key mediating role in this process.

Security conditions and process control

The Ombudsman of the Verkhovna Rada, Dmytro Lubinets, explained that implementing such an operation involves a clear sequence of actions. Before aid reaches the settlements, the parties are obliged to ensure a regime of silence and carry out necessary de-mining operations. The Ukrainian side emphasises its right to verify the situation on the ground and control the process of civilian citizens leaving. The Ombudsman stated this in a comment to Radio Svoboda.

The first step in this direction was the preparation of the mission in Oleshky. To implement it, a temporary cessation of hostilities, logistics for cargo delivery, and the establishment of a safe route for evacuating people were agreed upon.

What residents will receive

Under the agreements, people remaining in dangerous zones are provided with food, drinking water, medicines, and medical support. Civilian representatives must determine the specific needs of local residents. Those who decide to leave the occupied territory are planned to be provided with transport and organisational assistance for departure to their chosen destination.

Scale of the problem and limitations of the agreements

According to data from the Kherson Regional Military Administration cited by Radio Svoboda, approximately 2,000 people are currently in Oleshky, including nearly 50 children. The regional administration previously reported that Russian troops obstruct both the delivery of humanitarian cargo and the free departure of the population. Dmytro Lubinets emphasised that unblocking the movement of civilians is one of the priority tasks of the current mission.

It is worth noting that these humanitarian agreements are not a signal of a general cessation of the war. The agreed pause has a narrowly focused purpose — to ensure access to aid and safe departure for peaceful residents. Therefore, drawing a conclusion about the approach of a comprehensive ceasefire solely on the basis of this operation would be premature.

Previously, there were reports of an agreement on a local ceasefire in Oleshky. An article dated 23 October mentioned the initially planned start of the silence regime on 29 October and the preparation of a humanitarian operation mediated by Melania Trump.
