The Cabinet of Ministers of Ukraine is developing a plan for significant optimisation of the state apparatus structure. The main objective of these measures is to create a professional management system capable of carrying out tasks quickly and effectively. As part of the reform, over 4,000 vacant posts will be eliminated.
Functional diagnosis and staffing levels
A functional diagnosis is currently underway. The government is analysing the current tasks of government bodies to determine whether their powers meet the state's current needs. As the head of the government explained, once this analysis is complete, a new structure will be formed and final staffing levels will be established.

Reduction of leadership positions
One of the key directions of the reform will be the reduction in the number of leadership positions. The number of deputy ministers is planned to be cut by approximately 20%. For deputies of heads of other central executive bodies, this reduction will reach almost 18%. The number of such posts is to be linked to the actual volume of tasks performed.
Updating personnel policy and training
The reform will also cover the personnel training system. Plans are in place to update training programmes for civil servants, linking them to specific requirements for each position. Information and internship programmes will be launched for young people. Meanwhile, a separate programme will be in place for veterans.
Work of the Council on State Administration
The activities of the Council on State Administration have been resumed. Representatives of the government, parliament, and experts are participating in the meetings. During the session, participants presented a change plan and identified responsible persons for implementing specific reform areas.
On 18 September, Koretskyi reported on the start of the process to improve the state administration system, which includes, among other things, the elimination of posts in ministries and agencies.
