The author of an online petition to the Cabinet of Ministers proposes reviewing age restrictions to allow citizens aged 23-24 to cross the border temporarily without special grounds.

A petition to the government has appeared on the online petitions portal, demanding a review of the current rules for crossing the state border for men. The initiator proposes including men aged 23 and 24 in the category of citizens who may temporarily leave the country without special grounds. The main condition remains the possession of a valid military registration document and compliance with the requirements established by the state.
Under current legislation in force during martial law, men aged 18 to 22 inclusive have the right to cross the border without additional justification. However, as soon as a person turns 23, this privilege ceases to apply. The author of petition No. 41/011083-26ep draws attention to the fact that reaching the age of 23 changes the conditions for crossing the border, although the difference from the previous age category is only one year.
The text of the petition mentions the need to amend the regulatory legal acts governing the procedure for crossing the border. According to the initiator's proposal, men aged 23 to 24 inclusive would be granted the right to temporary departure from Ukraine provided two factors are met:
In the author's opinion, such an approach would make state policy in the area of border crossing more consistent and understandable.
The initiator emphasises that the proposed innovations are aimed at ensuring greater equality between citizens of adjacent age groups and increasing the clarity of state policy. However, it should be noted that this is currently only a petition-level initiative, not an adopted decision. The current rules for men aged 23-24 remain unchanged: departure is possible only if there is another legal ground.
It is worth remembering that for crossing the border during martial law, men aged 18 to 22 inclusive must have a foreign passport and a military registration document. Upon reaching the age of 23, this age exception no longer applies.
