US administration representatives Stephen Witkoff and Jared Kushner are preparing to discuss the possibility of establishing a partial ceasefire with the Ukrainian side. A key issue in the negotiations will be the cessation of destruction of energy infrastructure and the protection of maritime grain corridors from attacks.
Meeting plan and participants
According to Axios, a meeting will take place in Miami today, where the American side is expected to present "new ideas and proposals" to unblock the negotiation process regarding the end of the war. The event may last up to two days. Not only the Ukrainian delegation but also European partners will join the discussion.
The US has invited national security advisers from the United Kingdom, France, and Germany, as well as representatives from NATO and the European Union.
The Ukrainian delegation will be headed by:
- Kyrylo Budanov, Head of the Presidential Office;
- Rustem Umerov, Director of the External Intelligence Service;
- Serhiy Kyslytsia, diplomat;
- David Arakhamia, MP.
Terms of a potential ceasefire
One of the options under consideration provides for a partial ceasefire regime, which should include a ban on strikes against energy facilities and a halt to attacks on grain shipments. Ukraine has previously stated its readiness for such a step, but Russia has yet to demonstrate significant interest in implementing these terms.
In addition to the ceasefire issue, the parties will discuss security guarantee mechanisms for Ukraine and a post-war recovery plan. Before travelling to Miami, Witkoff and Kushner presented the latest proposals to US President Donald Trump and received additional instructions from him.
Washington's strategic goals
According to Axios, Washington is trying to prevent further escalation of the conflict in the coming month. The main goal is to achieve a diplomatic breakthrough before the US Congressional elections and the onset of the winter season.
Against the backdrop of these processes, a trip by Witkoff and Kushner to Moscow is possible as early as the end of October for new negotiations with Vladimir Putin. Kyiv hopes that easing sanctions pressure could serve as an incentive for Russia.
