Parliamentary powers as a pressure tool

The transfer of control over both chambers of the US Congress to the Democratic Party will create additional obstacles to the implementation of President Donald Trump's foreign policy course. As Reuters assesses, the new parliamentary leaders will be able to actively use budgetary powers, legislative initiatives and parliamentary investigations to influence White House decisions.

Focus on Iran and support for allies

One of the key areas of activity for the Democrats will be the military operation against Iran. It is expected that they may seek to limit funding for hostilities and demand that the administration obtain Congressional approval for their continuation.

In addition, the Democrats intend to:

  • seek to expand aid to Ukraine;
  • seek to review military support for Israel;
  • strengthen oversight of US operations in Latin America.

Limiting presidential powers

The Democrats may also oppose the increase in the defence budget proposed by Trump and attempt to restore part of the reduced funding for foreign programmes. At the same time, they will receive their new powers after the start of the Congress's work in January 2027.

It is worth noting that even while controlling both chambers, the Democrats will not be able to automatically cancel presidential decisions. Donald Trump retains the right of veto and broad powers in the sphere of foreign policy.
