Dmytro Lubinets details stages of demining and evacuation from Oleshky

Sequence of actions: from silence to resource delivery

Dmytro Lubinets, the Ombudsman of the Verkhovna Rada of Ukraine on Human Rights, outlined the plan for implementing new agreements regarding the occupied Oleshky. According to him, the process is divided into several clear stages, the first of which is the establishment of a ceasefire.

«Дійсно, у нас розпочинається режим тиші з 27 жовтня з третьої години ночі фактично за київським часом. Це нам треба для того, щоб дійсно відбувалися процеси розмінування дороги до Олешок» (Indeed, a ceasefire is starting for us from 27 October at 3 a.m., effectively Kyiv time. We need this so that the demining processes for the road to Oleshky actually take place), the Ombudsman explained.

After the completion of demining works on the infrastructure, the delivery of necessary resources is planned. Specifically, food, drinking water, medicines, and equipment for the local medical facility are to be brought there.

Free choice of evacuation direction

The next step after providing humanitarian aid will be the organisation of civilian departure. Lubinets emphasised that each resident will have the right to independently determine the direction of evacuation.

«Після цього буде надана можливість вільного виїзду з Олешок. Причому буде надана опція для всіх - хто хоче в Україну, хто хоче в Росію» (After this, the opportunity for free departure from Oleshky will be provided. Moreover, an option will be provided for everyone - those who want to go to Ukraine, those who want to go to Russia), the Ombudsman noted.

Monitoring mechanism with US participation

To ensure compliance with the reached agreements, the implementation of a new monitoring mechanism is envisaged. According to Lubinets, this process will be physically monitored by representatives of the United States of America.

«Саме тому ви побачите, ми пропрацювали і запустимо новий метод контролю виконання домовленостей. Я не можу сказати, що це буде, ви все побачите. Але, зокрема, це окремо буде контролюватись Сполученими Штатами, фізично контролюватись» (That is why you will see, we have worked out and will launch a new method of monitoring the implementation of the agreements. I cannot say what it will be, you will see everything. But, in particular, it will be separately monitored by the United States, physically monitored), the Ombudsman added.

Dmytro Lubinets also promised to personally inform the public about the progress of the implementation of each stage of the agreement.

«Ми будемо інформувати, я особисто буду інформувати поступово по кожному етапу виконання цих домовленостей» (We will inform, I will personally inform gradually on each stage of the implementation of these agreements), he concluded.
