Change of owners of gas assets

The daughters of former Environment Minister Mykola Zlochevskyi — Anna and Karina — ceased to be beneficial owners of three companies that control seven special permits for subsoil use. The Corruption Counteraction Centre reported this, citing data from the Unified State Register of Legal Entities, the YouControl analytical system, and the list of owners of hydrocarbon special permits on the data.gov.ua portal.

The companies in question are LLC "Storens", LLC "Energhostrend", and LLC "O-Gaz". According to published information, these structures hold special permits for subsoil use in various regions of Ukraine, including Luhansk, Volyn, and Ivano-Frankivsk oblasts.

Details of the re-registration of LLC "Storens"

LLC "Storens" controls four special permits:

  • No. 5835 for the use of the Krutohorivske deposit in occupied Luhansk oblast (natural gas, condensate, ethane, propane, butanes, helium);
  • No. 4037 for the use of the occupied Vergunskye deposit in Luhansk oblast (free gas, helium);
  • No. 4730 for the use of the Zagorivska area in Volyn oblast (natural gas, oil, condensate);
  • No. 4331 for the use of the Starobohorodchanske deposit in Ivano-Frankivsk oblast (natural gas).

Until June 2026, the beneficial owners of the company were Anna and Karina Zlochevskyi. In June 2026, the owner of the LLC became a firm belonging to lawyer Maksym Arkhangelskyi and UAE citizen Alzeyoudi Mohamed Ahmed Said Rashed. In July 2026, a new re-registration took place: the company was transferred to the UAE firm "Emiravest energy group", and Arkadii Zavora became the beneficial owner.

According to the Corruption Counteraction Centre, Arkadii Zavora previously worked at the company "Infoks", which was under the control of the Zlochevskyi family. Currently, Zavora is the founder (50%) and beneficial owner of LLC "Spetsvodobud", which, according to YouControl, is linked to the investment group "UFuture" of People's Deputy Vasyl Khmelnytskyi.

"Energhostrend" and "O-Gaz" structures

LLC "Energhostrend" holds two special permits: No. 3938 (Oskolonivska area) and No. 3939 (Kryakivska area) in Luhansk oblast. Both deposits are under occupation. Until July 2026, the beneficial owners of the company were Anna and Karina Zlochevskyi. After that, Arkadii Zavora became the beneficial owner.

LLC "O-Gaz" controls special permit No. 4963 for the use of the Tysivska plot in Ivano-Frankivsk oblast (natural gas, condensate). Until June 2024, this company also belonged to Anna and Karina Zlochevskyi. Later, it was transferred to firms belonging to Maksym Arkhangelskyi and Alzeyoudi Mohamed Ahmed Said Rashed. Currently, LLC "O-Gaz" belongs to the company "Emiravest energy group", and Arkadii Zavora is again the beneficial owner.

Context: wealth and criminal cases of the ex-minister

Mykola Zlochevskyi, who previously held the post of Environment Minister during the presidency of Viktor Yanukovych, ranks 18th in the TOP-30 richest Ukrainians rating by NV for 2024, with assets worth 356 million US dollars. After leaving public service, his family acquired gas assets.

Suspicions of illegal enrichment and money laundering have arisen against Zlochevskyi, including at the Central Criminal Court in London. The ex-minister was placed on the wanted list. In 2020, Zlochevskyi's associates attempted to bribe then-head of the Specialised Anti-Corruption Prosecutor's Office (SAPO) Nazar Holodnitskyi and head of the NABU detectives unit Andrii Kaluzhynskyi with 6 million US dollars. The goal was to close the case regarding Serhiy Kurchenko's criminal organisation, in which Zlochevskyi was a suspect.

In 2023, the High Anti-Corruption Court found Mykola Zlochevskyi guilty in a bribery case. Following this, the ex-minister reached a plea deal with the investigation and transferred 500 million hryvnias to the needs of the Armed Forces of Ukraine. Another 160.56 million hryvnias was transferred to the army by a company controlled by relatives of the convicted. Currently, the Zlochevskyi family lives abroad. Last year, Mykhailo Tkach showed the Italian wedding of Zlochevskyi's daughter Anna, which may have cost approximately 1 million euros.

Links with political and business figures

Vasyl Khmelnytskyi, a People's Deputy of the 4th to 7th convocations, heads the investment group "UFuture", which unites companies in the fields of real estate, infrastructure, pharmaceuticals, "green" energy, and IT technologies. Among Khmelnytskyi's known projects are the "Kyiv" airport and the Unit.City business quarter.

It was previously reported that Mykola Zlochevskyi is attempting to steal the Stynavskye oil and gas deposit from the state through a scheme involving a licence for the neighbouring Semyhynivskye deposit, which had no depth limits for extraction. The Security Service of Ukraine is investigating the circumstances of this case, and state losses may exceed 1 billion hryvnias per year.
