Distribution of funds between the budget and the defence sector

The European Commission has officially approved the procedure for using €45 billion allocated to support Ukraine in 2027. According to the published press release, the total amount was divided into two parts. €13.3 billion will be directed directly to the country's state budget. A significantly larger portion — €31.7 billion — will be used for weapons procurement.

Context of the decision and total funding volume

These funds constitute the second part of a total loan amounting to €90 billion. The decision to provide this loan instrument was made at the end of last year.

Shortfall relative to actual needs

Despite the substantial volume of aid, the approved amount does not cover Ukraine's full needs for 2027. The Ukrainian government requested an additional €70 billion, in addition to the already planned €45 billion. The state's funding needs significantly exceed the approved sum.

Search for additional sources

European Commission representatives noted that, in parallel with the implementation of the current tranche, they will work on finding new sources of financing. However, specific mechanisms for attracting these funds have not yet been disclosed.
