According to a Eurostat report published on 12 October, as of the end of August 2026, Poland ranked first among European Union member states in terms of the rate of decline in the number of people under temporary protection. During this period, the number of such individuals in the country decreased by 13,665.

Dynamics of indicators in EU countries

The total number of people who used the temporary protection mechanism after the start of Russia's full-scale invasion of Ukraine reached approximately 4.43 million by the end of August 2026. Compared with the end of July, this overall EU figure increased by more than three thousand people. This category includes not only Ukrainian citizens but also foreigners who legally resided in Ukraine before 24 February 2022.

In addition to Poland, a decrease in the number of protection recipients was recorded in two other member states. In Finland, this indicator fell by 6,260 people, while in France it dropped by 2,125.

The opposite trend was observed in other states. The largest increase was recorded in Germany, where the number of people with temporary protection rose by 4,330. In Romania, the indicator increased by 3,440 people, and in the Czech Republic by 3,135.

Leaders by total number and proportion

Despite the monthly decrease, Poland, along with Germany and the Czech Republic, remains among the three largest recipient countries for Ukrainian refugees. In terms of the absolute number of temporary protection recipients, Germany remains the leader.

However, when considering the ratio of refugees to the total population of the country, the Czech Republic takes first place. There, 36.5 people per thousand residents are using temporary protection. Slovakia holds second place with an indicator of 27.7, followed by Cyprus (27 people per thousand population). The average level across the European Union is 9.8 people per thousand inhabitants.

For context, in August 2025, the Czech Republic was also the leader in this indicator, but at that time Poland held second place, and Estonia third.

Demographic profile of protection recipients

Ukrainian citizens account for over 98.5% of all individuals under protection in the EU. Among them, adult women make up the largest share at 43.6%. Children and adolescents account for 29.1%, while adult men make up 27.3%.
