76-year-old Gennady Stepakhn has been placed under guard in the Russian Federation. He is accused of treason and passing confidential materials to Ukrainian military intelligence. This became known on 29 October, when the regional FSB office published details of the case.
Accusations by Russian security services
According to Interfax, citing the FSB, Stepakhn is charged with collecting and passing on documents relating to the activities of the Murmansk Oblast government and engineering facilities in the region. The security service claims that the politician gained access to this information through his parliamentary powers. In addition, the FSB described him as an opponent of the war against Ukraine and accused him of collaborating with the Main Intelligence Directorate of the Ministry of Defence of Ukraine. It should be noted that these claims are the version of the Russian investigation, and there is no independent confirmation of such facts in the reports.
Background to the detention
Local media reported the detention of the former deputy as early as the beginning of October. At that time, the reasons for the prosecution were not disclosed, and the security services did not explain the essence of the case, although it was known that Stepakhn was under guard and his family had hired a lawyer. The publication Arkticheskiy Obozrevatel cited an alternative version of the background to the accusation: according to sources, the politician may have passed information to a relative abroad about the construction of a pharmaceutical plant with the participation of the Indian side. However, this is only a supposition by the publication's sources, not an established fact.
Stepakhn's political career
Gennady Stepakhn has been a prominent figure in the political life of Murmansk Oblast for many years. He was elected to the regional Duma for four terms, headed the CPRF faction, and worked as deputy chairman of the regional parliament. Following the 2026 elections, he did not make it into the new composition of the Duma. According to The Barents Observer, the politician served on committees for budget, security and military-industrial complex, ecology, fishing and agriculture. In public statements, he criticised the actions of the authorities and declared violations of electoral legislation in Russia.
