According to the Hindustan Times, India has developed and transmitted a plan to Kyiv and Moscow that envisages a cessation of hostilities both on land and at sea. Sybiha characterised this initiative as the "broadest" among existing diplomatic proposals.

Content of the Indian initiative

According to sources, the plan includes several key points:

  • halting attacks on energy facilities and other critical infrastructure;
  • guarantees of uninterrupted grain and energy supplies through Black Sea ports;
  • abandoning strikes on commercial shipping.

Insiders note that the US proposal focuses exclusively on halting shelling of energy infrastructure. Meanwhile, the plans of Egypt and Turkey concern only establishing a ceasefire in the Black Sea. The Indian initiative, however, covers both these areas, making it more comprehensive.

Diplomatic context and reactions

Indian Foreign Minister Jaishankar presented this plan to the Ukrainian authorities during his visit to Kyiv in September. Although sources do not disclose the specific reaction of Ukraine and Russia to this proposal, they confirm that dialogue is ongoing between the parties.

It is worth noting that after meeting with Indian Prime Minister Narendra Modi on 31 August, Russian President Vladimir Putin stated that the Indian leader "has wonderful ideas aimed at finding mutually acceptable solutions".
