On 3 November 2026, information emerged that Lieutenant General Ivan Havryliuk had assumed the position of general director of the joint-stock company "Ukrainian Defence Industry" (Ukrboronprom). According to available data, the company's supervisory board adopted the relevant decision based on the results of an open competition. Prior to this moment, Havryliuk had already been temporarily performing the duties of the enterprise's head.
The competition results require confirmation by an official statement from the company itself. Meanwhile, Havryliuk's status as an acting head was previously recorded in Cabinet of Ministers of Ukraine Resolution No. 918-r dated 17 September 2026. This document authorised him, as the acting general director, to sign a civil law contract with Volodymyr Zaverukha, who at that time was a newly elected member of the supervisory board.
How the selection of the new head took place
The process of searching for a new head of the state holding began on 1 September 2026, when the supervisory board announced an open competition. According to data previously published by Interfax-Ukraine, the search for candidates and their preliminary expert evaluation were entrusted to the Ukrainian office of the international recruitment firm Amrop Partnership. This company, which specialises in top management recruitment, was engaged following an open procurement procedure.
Following the preliminary selection stage, final interviews were held, at the end of which the supervisory board determined the winner. It is expected that the key priorities for the new head will be the development of production capacities, optimisation of enterprise management, and the overall strengthening of the Ukrainian defence industrial complex.
Biography and military experience
Ivan Havryliuk was born on 19 April 1971 in the settlement of Ivanopil in Zhytomyr Oblast. He began his military career in 1988. Over many years, he held senior positions in the Armed Forces of Ukraine, working within the structures of missile forces, artillery, military rear services, and logistics.
From 2014 to 2018, Havryliuk served as deputy head of the organisational-planning department and also headed the Rear Services of the Armed Forces. Subsequently, he became head of the Main Logistics Directorate of the Armed Forces and deputy chief of the General Staff.
In March 2020, the serviceman moved to the reserve and worked as an advisor to the commander of the Logistics Forces of the Armed Forces. Following the start of Russia's full-scale invasion on 24 February 2022, he was called back into service. At that time, he headed the communications and information systems department of the Logistics Forces Command headquarters. More detailed information about his military path was previously published by Suspilne, citing the Ministry of Defence.
Career in the Ministry of Defence and Energy
In October 2023, Ivan Havryliuk was appointed deputy minister of defence of Ukraine. In May 2024, he was promoted to the position of first deputy head of the ministry. In April 2025, he left this position at his own request, but later returned to the ministry's leadership.
In February 2026, when Mykhailo Fedorov was the minister of defence, Havryliuk was reappointed as deputy minister. As reported by the Ministry of Defence, his experience covers military management, logistics organisation, and strategic planning for the development of the forces.
On 20 May 2026, the Cabinet of Ministers dismissed Havryliuk from the position of deputy minister of defence. This was reported by the publication hromadske. In June 2026, the lieutenant general became an advisor to the First Deputy Prime Minister – Minister of Energy, Denys Shmyhal, on defence industrial complex issues on a voluntary basis. According to information from the Ministry of Energy published by Interfax-Ukraine, this appointment aimed to strengthen coordination between state institutions in the field of defence industry.
Later, Havryliuk moved to the leadership of Ukrboronprom in the status of acting general director, which led to his final approval for this position.
Context of personnel changes in the holding
The approval of a permanent head is taking place against the backdrop of a series of personnel changes in the state defence company. On 14 July 2026, the previous general director, Herman Smetanin, announced his resignation without publicly explaining the reasons for this decision. After his dismissal, Serhiy Boiev performed the duties of head for a certain period.
In September, the supervisory board launched an open competitive selection for a new general director, and Ivan Havryliuk was already listed as the acting head of the enterprise in government documents. The joint-stock company "Ukrainian Defence Industry" unites state assets of the defence industrial complex, and its enterprises are engaged in the production and repair of weapons, military equipment, ammunition, aviation, and armoured vehicles.
The new leadership faces tasks regarding the development of production, modernisation of enterprises, and meeting the needs of the Ukrainian Defence Forces.
Recall that after a year of working at the head of the government, Svyrydenko received a proposal from Zelensky to head a key area in relations with one of Ukraine's key international partners.
