Kharkiv municipal enterprises have resumed funding legal services for lawyer Oleksiy Meniv, who is linked to the close circle of Mayor Ihor Terekhov. According to the Kharkiv Anti-Corruption Centre, following a brief suspension of contracts caused by public inquiries from activists, local authorities once again transferred millions of hryvnias to the disposal of his law firm.

Terms of new agreements

Between late August and early September, three municipal enterprises under the jurisdiction of the Kharkiv City Council signed contracts for legal support and advocacy. The total value of these agreements amounted to UAH 1.32 million. All three contracts were concluded exclusively with the "Oleksiy Meniv" Law Firm.

On 31 August, without conducting competitive bidding, the firm received three separate mandates:

  • UAH 500,000 from the "Kharkiv Heat Networks" municipal enterprise;
  • UAH 320,000 from the "Municipal Waste Management Company" municipal enterprise;
  • UAH 500,000 from the "Kharkiv Water and Sewerage" municipal enterprise.

Lawyer's ties to city authorities

Oleksiy Meniv previously held or continues to hold the position of advisor to Kharkiv Mayor Ihor Terekhov. Neither the city council nor the official himself commented on this information, refusing to either confirm or deny such ties. Journalistic investigations indicate that Meniv may be acting as an unofficial curator of the legal department of the city executive committee.

The lawyer's professional path is linked to the "Shkrebetz and Partners" association. In 2025, his name gained widespread resonance due to possible involvement in the case of Timur Mindich. Meniv is a long-time acquaintance of Andrii Syniuk, who previously served as the first deputy head of the Specialised Anti-Corruption Prosecutor's Office. The publication "Ukrainska Pravda" published information about secret meetings between these two individuals. It is also known that Meniv's family lives in Kyiv in the same building as Timur Mindich. The materials mention the possible indirect influence of Syniuk on the course of the investigation regarding the businessman and the president's friend.

Monopoly on legal support

During the period when Meniv was active in city authorities, his law firm, as well as other associates from the "Shkrebetz and Partners" association, began systematically receiving state contracts for legal services. In fact, a monopoly has formed in the Kharkiv City Council, where key contracts have been awarded to a narrow circle of individuals for years.

In July 2026, the Kharkiv Anti-Corruption Centre (KAC) and the organisation "Gvara" published an investigation stating that the city council is on a "retainer" with the "Shkrebetz and Partners" association. During the full-scale war, this cost the city budget nearly UAH 100 million.

Reaction to anti-corruption pressure

On 16 July, searches were conducted at the offices of the "Shkrebetz and Partners" law association and at the lawyers' premises, including those of Oleksiy Meniv. Representatives of the association called these actions illegal, claiming they were carried out without a proper court ruling or a motion from the Prosecutor General. During the searches, law enforcement officers seized mobile phones, laptops, and documentation.

Following public inquiries from the KAC regarding Meniv's status as the mayor's advisor, Kharkiv City Council municipal enterprises temporarily ceased signing contracts with his firm and other lawyers from "Shkrebetz and Partners". However, this pause lasted only a few months, after which funding was resumed.
