Appeal to E5 countries' defence authorities

On 26 October, Ukrainian Defence Minister Yevheniy Khmara addressed representatives of the defence authorities of five European states — Germany, the United Kingdom, France, Poland and Italy. The main objective of this appeal was to strengthen the protection of Ukrainian airspace and prepare defence capabilities by 2027.

Proposal regarding ammunition exchange

Official Kyiv proposed that European partners transfer 10% of their existing interceptor missile stockpiles. The Minister emphasised that Ukraine has already signed contracts for future deliveries of such weapons, and therefore proposes an exchange mechanism: receiving a portion of munitions from allies' existing stockpiles now in exchange for missiles that are to arrive later under already concluded agreements.

Specific need was noted for missiles for Patriot and IRIS-T air defence systems. The purchase of these munitions is financed with funds from a European Union loan.

Need for man-portable air defence systems

In addition, Yevheniy Khmara highlighted the need for man-portable air defence systems (MANPADS). This weapon is necessary to counter reactive drones. Ukraine expects support in this area in two forms: financing new purchases and receiving systems from the existing stockpiles of European partners.
